As far as I know, no addon are very limited in what they’re allowed to modify in friendly nameplates inside instances. The Nameplates option in ElvUI allows full customization of the health bars (aka "Nameplates", ironically), including sizes and options that can be different for all four variations of Enemy/Friendly NPC/Players.
